Nigerian Export Supervision Scheme (NESS)
The Federal government of Nigeria designed the Nigerian Export Supervision Scheme (NESS) to ensure that the quality and quantity of goods comply with Export Regulations and price quoted to prevent capital flight and ensure that Nigerian products maintain a competitive advantage in relation to other exporting countries in the world.
Under the Nigerian Export Supervision Scheme (NESS), all exports from Nigeria are subject to inspection by government appointed Inspection Agents prior to their shipment.

Procedure For Arranging Inspection For Non-Oil Exports
STEP 1
COLLECT AND FILL THE NXP FORM FROM THE DESIGNATED BANK |
Collect a NIGERIAN EXPORT PROCEEDS FORM (NXP form) from your bank, then complete and return the form to your bank for registration. The Exporter should photocopy the NXP form so that it may be referred to in any correspondence with his bank, the CBN, or the Nigeria Customs Service, incase such a need arises. |
STEP 2
PAY THE NESS FEE |
At the point of NXP form submission, the exporter will be required to pay the Nigerian Export Supervision Scheme (NESS) Administrative charge at designated bank. A receipt will be issued to you. |
STEP 3
BANK FORWARDS NXP FORM & NESS RECEIPT TO PRIMARY INSPECTION AGENT |
The NXP form comes in sextuplicate (6 copies). The Exporter’s Bank (the bank where you returned the NXP form to) will keep the original copy and forward the remaining 5 copies of the NXP Form together with a copy of the NESS Administration fee Receipt, to the Pre-shipment inspection Agent (Anglia International Services Limited) Area Office nearest to the point of inspection. |
STEP 4
FILL THE ‘REQUEST FOR INFORMATION’ (RFI) FORM |
After completing the NXP form, the Exporter is required to collect a REQUEST FOR INFORMATION FORM (RFI Form) from the inspection agent (Anglia International Services Limited). The RFI Form is designed to provide the PIA with general information to enable the inspection to be undertaken as efficiently as possible, such as where and when a particular consignment is due to be exported, contact details and shipping information etc. It will also enable the inspection company to coordinate with the exporter, a suitable time and place for the physical inspection. It is therefore essential that exporters provide all the required information in the RFI. In specifying a preferred date of inspection, exporters should ensure to give the PIA a period of 10 days’ notice prior to the proposed date of inspection. |
STEP 5
SUBMIT THE COMPLETED RFI FORM |
After completion, the RFI Form should be submitted to one of the Anglia International Services Limited nearest to you, with all the relevant documents. |
STEP 6 –
SCHEDULE THE INSPECTION |
Upon receiving the exporter’s NXP from the bank, as well as the RFI and other relevant documents, the inspection agent will open a unique file for the export transaction. Further, the Inspection agent will reach out to the exporter to agree on a fixed date to come and physically inspect the goods. |
STEP 7
INSPECTION |
The inspection will take place at the agreed location as specified on the RFI. This could be at a seaport, airport, terminals, or other points of dispatch, or at the point of production and/or storage. The Exporter is required to provide all necessary support to enable the PIA to perform the inspection at the inspection site. This include ladder, fork-lift trucks, labor, etc., as the case may be. The inspector will verify that the quality, quantity, and price of the goods corresponds to the details provided in your NXP form earlier. Where exports involve processed food, drugs, animals or plants, crude oil or any of its fractionates, the necessary government agencies shall be invited for certification as well. |
STEP 8
ISSUE CCI OR NNCI |
Following a satisfactory inspection of the quality, quantity, and value of the Export, the PIA (Anglia International Services Limited) will complete the relevant portion of the NXP form and issue a CLEAN CERTIFICATE OF INSPECTION (CCI) within 3 working days which the Exporter should collect from the appropriate Area Office of Anglia International Services Limited. In the event of uncovering discrepancies in the quality, quantity or price of goods inspected, that cannot be corrected immediately, the Exporter shall be issued with a NON-NEGOTIABLE CERTIFICATE OF INSPECTION (NNCI). |
STEP 9
WHAT NEXT? |
Anglia Int’l Services will forward 4 copies of the updated NXP form to the Nigerian customs service and distribute copies of the CCIs to relevant agencies. Exporters will be required to present their CCIs to the relevant authority before they can load their export cargo into a sea-going vessel or aircraft. Exporters should be aware that once goods have been inspected and CCIs issued, any variation between goods presented for loading and those confirmed by the CCI will render the exporter liable to penalties in accordance with the laws of the Federal Republic of Nigeria. Repatriation of Export Proceeds: All exporters are to ensure that the export proceeds are repatriated and credited to their domiciliary account opened with their bank in Nigeria. |

NXP Form Explained
Section 1 – | Requires that the exporter supplies:
Details of bank such as bank code, year, branch code, serial number Exporter’s name, address, Registration number on CAC and NEPC Registration is required. |
Section 2 – | Requires that the exporter supplies:
Consignee’s name and address including the Country Code i.e. your buyer’s name, address & country code. |
Section 3 – | Requires that the exporter supplies:
By Order Of This is usually the same as section 2, unless there is more than one entity involved in the export transaction. |
Section 4 – | Requires that the exporter supplies information concerning:
Description of goods: the name of the item being exported Total Quantity: Total mass of the consignment which could be in tones and kilograms. No of items expected: this is where you are exporting more than one unit of an item. HS Code: harmonized system code. This code is gotten from the NEPC website www.nepc.gov.ng Unit of measurement: it could be in kilograms or tonnes. Quantity: total quantity of consignment. Net weight: weight of one unit of the item being exported. Gross weight: weight of all the items being exported. FOB value: free on board value. This is the total cost of the items being exported alone. Freight charge: this is the charges from the shipping company for transporting your items to the destination port. Total C & F: FOB value + Freight Value. If you have different grades or sizes of the item to be exported, please fill details of each grade or size individually in this section. Please note that different grades of an item can have different HS code. See the NEPC website for more information on HS code. |
Section 5 – | Requires that the exporter supplies:
Method of payment This is the type of payment received by you the exporter, it could be Letter of credit, Bill for Collection, Pre-payment etc. Also required is the Due date of payment and your signature. |
Section 6 – | Requires that the exporter supplies:
Details of collecting/Negotiating Bank in Nigeria. This entails the details of your bank through which you intend to receive money for the export transaction. |
Section 7 – | Requires that the exporter supplies:
Details of Shipment including date, expected port of shipment, code, Port of destination/discharge. Shipment date: date the consignment is to be shipped. Expected port of shipment: name of port where the consignment is expected to be shipped from. Code: destination country code, to be collected from the consignee. Port of Destination: port where consignment will be received. |

Below are a list of terms common with the Nigerian Export Supervision Scheme with accompanying definitions:
BILL OF LADING (sometimes abbreviated as B/L or BoL) – This is a document issued by a carrier which details a shipment of merchandise and give title of that shipment to a specified party.
CBN – Central Bank of Nigeria
CCI – Clean Certificate of Inspection is the certificate issued to an exporter when the item meets the required specifications, quality, quantity and the true value of good to the consignee
CIF – Cost, Insurance, Freight
DPR – Department of petroleum resources FOB – Free-on-board cost
HS CODE – Harmonized system code
LETTER OF CREDIT – This is a letter issued by a bank to another bank (especially one in a different country) to serve as a guarantee for payments made to a specified person under specified conditions.
NCS – Nigerian customs service
NEPC – Nigeria export promotions council
NESS – Nigerian Export Supervision Scheme
NNCI – Non Negotiable certificate of inspection is a certificate that is issued in the event of uncovering discrepancies with the exported that cannot be corrected immediately with the exporter’s goods.

How long is the NXP Form valid for?
The NXP form must be utilized within 6 months after its submission subject to a renewal of 3 months by the dealing bank. Subsequent requests for renewals are to be approved by the director, Trade, and Exchange Department of the Central Bank of Nigeria, otherwise, it must be returned to the exporter’s bankers for cancellation.
Can I use one NXP for more than one type of item?
Not at all.
An NXP can only be used only for one type of item e.g., if you want to export Hibiscus, Hides & Skin and Ginger, you will be required to use different NXP forms.
However, you can use the same NXP for different grades of the same item. See section 4 of the NXP form
